Housing for Military Personnel - How to Obtain an Apartment from the State.

In 2025, the government decided to support combatants by providing them with priority rights to receive housing. However, the road to owning an apartment is not as simple as it may seem at first glance.
First of all, it is important to find out who exactly has the right to receive housing or monetary compensation.
According to information from the Ministry of Veterans Affairs, combatants, war veterans, internally displaced persons, family members of fallen soldiers, participants of the Revolution of Dignity, and veterans of wars in other countries can apply for an apartment.
Where to Apply: First Steps
To take advantage of the right to housing, you need to register for housing at your place of residence or work. This can be done through the CNAP, the executive committee of the local council, or the administration of the enterprise where the veteran works.
Required Document Package
To register, you need to submit an application, copies of the ID of a combat veteran or disability certificate, passport, family composition certificate, proof of residence registration, and other necessary documents.
How the Right to Housing is Realized
Combatants can receive housing directly from local authorities, monetary compensation for purchasing housing, or take advantage of special programs aimed at improving their lives.
In 2025, the government provides support to combatants in the form of priority housing acquisition. Various categories of individuals, from war participants to internally displaced persons, can qualify for this benefit. To do this, one must register for housing and seek assistance from the relevant authorities with the necessary document package.
