From Fine to Imprisonment: What Are the Consequences for Dog Attacks.


A pet's attack on third parties, causing harm to their health or property, is punishable by fines for dog owners. The law provides for several types of liability depending on the individual circumstances of the case.

Fines and Imprisonment
According to Article 154 of the Code of Administrative Offenses, it is prohibited to keep pets in improper places, walk them without a leash and muzzle (for dangerous breeds), not to clean up animal excrement while outside, etc.
If the owner's actions lead to harm to the health of a third party or their property, a fine is provided from 100 to 200 non-taxable minimum incomes of citizens (from 1,700 to 3,400 UAH). Officials will pay more — from 3,400 to 5,100 UAH. Additionally, the animal will be confiscated.
Criminal liability is also provided. Negligent infliction of serious or moderate bodily harm to the victim due to the dog's owner's inaction carries the following penalties under Article 128 of the Criminal Code:
- community service for a period of 150 to 240 hours;
- or corrective labor for up to 2 years;
- or restrictions on freedom for up to 2 years;
- or imprisonment for up to 2 years.
Compensation for Moral Damage
Don't forget about financial compensation. The victim may demand full compensation in case of damage to personal property. Additionally, Articles 1166-1167 of the Civil Code provide the right to compensation for material damage, including funds spent on treatment after a dog bite.
Separately, compensation for moral damage caused by injury, other health impairments, or death is allowed. The amount is determined by the court and depends on the nature of the offense, the severity of physical/emotional suffering, the deterioration of the victim's abilities, etc. (Article 1168 of the Civil Code).
What Else Ukrainians Should Know
It's worth reminding that some dog breeds are listed as dangerous. These animals must be walked on a leash and with a muzzle; otherwise, fines apply. Pet owners can be fined amounts ranging from 170 to 340 UAH, with higher fines for officials.
We have also written that rules for transporting animals on buses have been developed in Ukraine. If the weight does not exceed 10 kg, the animal must be placed in a container or a bag with an absorbent bottom. Medium and large dogs (10-45 kg) can be transported while muzzled.
Ukrainian laws define the types of responsibility for attacks by pets, including fines, imprisonment, and compensation for damages. Dog owners must adhere to the rules of keeping and training animals to avoid legal consequences. Knowing these rules will help ensure safety for themselves and others from potential negative situations caused by aggressive dog behavior. It is also important to follow the rules of transporting animals in public transport to ensure safety and comfort for all passengers.
