In Ukraine, the rules for social assistance have changed: new categories of recipients have been named.

Ukraine started an experiment with basic social assistance in April 2025. This decision was made by the Cabinet of Ministers in March of the same year, reported the Main Department of the Pension Fund of Ukraine in Zaporizhzhia region.
Basic social assistance may be paid in equal parts to each adult member of the family at their request
This new system provides assistance to families, but the funds are received only by the person who applied for its appointment. Assistance can be received by citizens who already receive state social assistance for low-income families, assistance for single mothers, large families, as well as temporary assistance for children whose parents evade alimony payments.
Expansion of the circle of recipients
Starting from October 1, 2025, basic social assistance will also be provided to citizens who are not entitled to a pension, receive state social assistance, or are people with disabilities. The family that can apply for assistance includes spouses, minor children, adult students, and other individuals with disabilities or temporarily placed children in the family.
