In Ukraine, the conditions for payments to the families of the deceased and certain individuals with disabilities have been revised.

The Government of Ukraine has made changes to several regulations regarding payments to the families of fallen servicemen and individuals with disabilities. The new rules provide additional mechanisms for protecting the rights of children, priority payments for certain categories, and clarified procedures for submitting applications.

According to the updated rules, a new basis for losing the status of a family member of the deceased has been added to Regulation No. 740 - the cancellation of the death certificate or a court decision declaring a person, previously considered missing, alive.

Significant changes concern the protection of the rights of children and incapacitated relatives. Regulation No. 336 now clearly states that refusing assistance on behalf of children under 18 years old is not allowed, as well as on behalf of incapacitated individuals if they have the right to payment.

The government has also provided a mechanism for voluntary return of monetary assistance to the budget in the event of an error or change in status. This process is formalized by the application of the recipient, as stated in Regulations No. 336 and No. 62.

Important Innovations

Individuals with Group I disabilities will now receive payments out of turn, regardless of the date of application submission. Furthermore, assistance can be received even without state registration of death if there is a court decision declaring a person deceased or missing.

In cases where a person is recognized as deceased not immediately, up to three years (three budgetary periods) are allowed for payments to be made.

Regarding the application submission procedure, each adult family member must submit the application personally, while for children and incapacitated individuals, documents are submitted by their legal representatives or parents. Applications can be submitted by mail or through administrative service centers.

We remind that the Pension Fund of Ukraine has shown how the funding of payments is proceeding for May 2025. As of May 7, 19.5 billion UAH has been financed for pension payments, 3018.9 million UAH for housing subsidies and benefits, and 1642.4 million UAH for insurance payments.

It is worth noting that high pensions of over 10 thousand hryvnias in Ukraine require significant effort throughout one's working life. To achieve such a level of payments, one must have not only considerable insurance experience but also a salary that significantly exceeds the average indicators in the country.
