Why Putin Proposes Establishing a 'Temporary Government' in Ukraine: ISW Analysis.


Putin Calls for Temporary Administration in Ukraine
Analysts from the Institute for the Study of War have revealed details of the statement made by Russian President Vladimir Putin, in which he called for the establishment of a temporary administration in Ukraine under the auspices of the UN and several countries to conduct elections. This information was spread by the publication 'Glavcom' citing ISW.
Analysts quote the Permanent Representative of Russia to the European Union, Kirill Logvinov, who presented a detailed plan of Vladimir Putin's demands. His call was directed to the UN, the USA, and European countries to create a temporary government in Ukraine.
According to Russia's concept, after a ceasefire, the UN should agree with the parties to the conflict on the transfer of relevant powers to it. Logvinov proposes that the party, mediators, or the UN Secretary-General submit an official request for the creation of a temporary administration in Ukraine.
The mandate of such an administration must receive support from the UN Security Council, and the permanent members should propose the composition and funding for the government. The UN Secretary-General must prepare a report with a staffing and budget plan. The final decision must be made by the Security Council with the support of the permanent members.
Analysts are convinced that this plan will allow Russia to exercise its veto power to block unfavorable decisions, as well as exclude Ukraine from the process of making the final decision.
A representative of the White House National Security Council reacted to Putin's words with a statement that the governance system in Ukraine is determined by its constitution and the people of the country. The UN Secretary-General also noted that there is a legitimate government in Ukraine that must be respected.
