Communal 'epidemic of darkness': Popenko explained how Ukrainians are imposed billions of non-existent debts.


The head of the Union of Consumers of Utilities Oleg Popenko emphasized that the majority of debts for utility services in Ukraine are artificial and illegal. He compared the situation to an 'epidemic of darkness' in this sector.
Popenko categorized the debts into several categories: real - when people cannot pay, and unreal, which arise due to various kinds of fraud and violations of legislation. He also noted the existence of 'illegal payment orders' and debts in temporarily occupied territories.
It is worth noting that recently cases of abuse and embezzlement of funds in the distribution of payments for utility services have been revealed, indicating overall chaos and lack of control in this area. It is unknown how this problem will affect the residents of Ukraine in the future.
