Ukraine and the European Union have updated their joint work plan in the field of electronic identification and trust services. If this Plan is successfully implemented, the EU will recognize all Ukrainian electronic signatures and seals from 2027. This is reported by 'Glavkom' citing the Ministry of Digital Information of Ukraine.
'Next year, the EU will recognize certain Ukrainian electronic signatures, seals, and other trust services, and from 2027, all Ukrainian electronic identification means will receive automatic recognition in the EU,' the department's message states.

Ukraine and the EU have updated their joint work plan in the field of electronic identification and trust services. If the plan is implemented, starting from 2027, all Ukrainian electronic signatures and seals will be recognized by the EU. This was reported by the Ministry of Digital Information of Ukraine.

According to the department's message, next year the EU will recognize certain Ukrainian electronic signatures, seals, and other trust services, and from 2027 - all Ukrainian electronic identification means. This allows Ukrainians to use Ukrainian electronic signatures without hindrance for signing documents, using European online services, and conducting business in the EU.

Updated Cooperation Plan

Within the framework of the updated cooperation plan, Ukraine and the EU will undertake the following actions:

  • assess Ukrainian legislation regarding compliance with EU requirements;
  • define cooperation procedures between Ukraine and the European Commission;
  • conduct testing of cross-border compatibility of electronic trust services;
  • verify bilateral cooperation procedures.

The Ministry of Digital Information of Ukraine emphasized that Ukraine is the first non-EU country whose electronic signatures and seals have already received technical validity in the European Union. Ukrainians can use European online services and sign documents using 'Diia.Sign-EU'.

In early April 2023, the 'Diia' application provided the possibility to sign European documents through 'Diia.Sign-EU', which complies with the eIDAS regulation of the European Union. The 'Diia' application offers two signature options - according to the Ukrainian standard (DSTU) and the international standard (ECDSA).

It is worth noting that the European Council has approved assistance to Ukraine amounting to €3.5 billion under the Ukraine Facility program. This is the third payment to Ukraine under this program, to receive which Ukraine has fulfilled 13 requirements of the EU Council.
